The Secretary of State, in exercise of the powers conferred upon him by sections 27(1) and 166(3) of the Immigration and Asylum Act 1999^f1 and section 56(1) of the Finance Act 1973^f2, and with the approval of the Treasury, hereby makes the following Regulations:
