The Treasury in exercise of the powers conferred on them by the Transfer of Functions (Financial Services) Order 1992^f1 and by section 207 of the Companies Act 1989^f2 and of all other powers enabling them in that behalf, hereby make the following Regulations of which a draft has been laid before Parliament in accordance with section 207(9) of the Companies Act 1989 and approved by resolution of each House of Parliament:
