Paragraph 15 Exempt renters

any renter who is a single person to whom sub-paragraph (2) applies; or

any joint renter where at least one joint renter is a person to whom sub-paragraph (2) applies.

a person who is F1... blind;

a person in receipt of the care component of disability living allowance at the middle or highest rate;

a person in receipt of the care component of child disability payment at the middle or highest rate in accordance with regulation 11(5) of the DACYP Regulations;

a person in receipt of the care component of Scottish adult disability living allowance at the highest or middle rate in accordance with regulation 6(4) of the Disability Assistance (Scottish Adult Disability Living Allowance) Regulations 2025;

a person in receipt of attendance allowance;

a person in receipt of pension age disability payment;

a person in receipt of the daily living component of personal independence payment;

a person in receipt of the daily living component of adult disability payment at the standard or enhanced rate;

a person who is entitled to a payment within paragraph (b) F6, (bb) , (c) F7, F8(ca), (d) or (da) but is not receiving it under, as the case may be—
