The Secretary of State for Social Services, in exercise of powers conferred on him by sections 4(1) and 8(1) and (2) of the Vaccine Damage Payments Act 1979^f1 and of all other powers enabling him in that behalf, after consultation with the Council on Tribunals in accordance with section 10 of the Tribunals and Inquiries Act 1971^f2, hereby makes the following Regulations:—
