The Secretary of State for Social Security in exercise of powers conferred by sections 25(1), 29(1) and 30(1) of the Social Security Act 1989^f1 and section 189(4) and (5) of the Social Security Administration Act 1992^f2 and all other powers enabling him in that behalf, hereby makes the following Regulations:

f1: 1989 c. 24; section 30(1) is cited because of the meaning which it ascribes to “prescribe”. Section 25 extends to Northern Ireland by virtue of section 33(6).
f2: 1992 c. 5; subsections (4) and (5) of section 189 respectively re-enact subsections (1) and (2) of section 166 of the Social Security Act 1975. Those subsections were applied to section 25 of the 1989 Act by section 29 of the 1989 Act.
