Regulation 2 Amendment of regulation 1 of the Principal Regulations

for the definition of “area” there shall be substituted the following definition—

• ““area” in relation to each Committee means the places specified in column 2 of Schedule 1 opposite the name of the Committee;”;

after the definition of “Committee” there shall be inserted the following definition—

• ““local authority” means, in relation to a War Pensions Committee—

  1. (a)

     in England, the council of a county, district or London borough, the Council of the Isles of Scilly, the Common Council of the City of London, or a shadow authority, within the meaning of the Local Government Changes for England Regulations 1994^f1 but excludes a council listed in Schedule 1A (excepted authorities);

  2. (b)

     in Scotland—

     1. (i)

        in the period prior to 1st April 1996, a council in respect of which an ordinary election of councillors took place on 6th April 1995 or an islands council;

     2. (ii)

        in any period from and including 1st April 1996 a council constituted under section 2 of the Local Government etc. (Scotland) Act 1994^f2;

  3. (c)

     in Wales, a new principal council within the meaning of section 21 of the Local Government Act 1972 as substituted by section 2 of the Local Government (Wales) Act 1994^f3;”.
