The Secretary of State for Health in exercise of the powers conferred by section 13(3) and (4) of the Social Security Act 1988^f1 and section 175(2) to (5) of the Social Security Contributions and Benefits Act 1992^f2 and all other powers enabling him in that behalf, hereby makes the following Regulations:—
