An appeal F3to the Upper Tribunal under section 11 of the Tribunals, Courts and Enforcement Act 2007 from any decision of the First-tier Tribunal under paragraph 6 or 7 lies at the instance of any of the following—

(a)

the Secretary of State;

(b)

the relevant authority against whose decision the appeal to the appeal tribunal was brought;

(c)

any person affected by the decision against which the appeal to the F4First-tier Tribunal was brought or by the tribunal’s decision on that appeal.
