In this Part—

F1(za)

“appropriate agency” means—

(i)

in relation to England, the Environment Agency;

(ii)

in relation to Wales, the Natural Resources Body for Wales;

(a)

references to the emission of substances into the atmosphere are to be construed as applying to substances in a gaseous or liquid or solid state, or any combination of those states; and

(b)

any reference to measurement includes a reference to the taking of samples.
