England Not yet in force
Where a complaint against a bishop or archbishop is referred to the Vicar-General’s court under section 27(7)(b), it is referred to the Vicar-General’s court for the province of the archbishop who is the responsible bishop.
The Vicar-General’s court consists of three persons—
one of whom serves as the Chair (see further subsection (3)),
one of whom is a person in Episcopal Orders appointed by the President of Tribunals, and
one of whom is a lay person appointed by the President of Tribunals from the provincial panel for the other province.
The Chair of the Vicar-General’s court is the Vicar-General or, if the Vicar-General is unable or unwilling to serve as the Chair—
the President of Tribunals, or
such person as the President may appoint from among those included under section 10(2)(a) or (d) on the provincial panel for the province of the archbishop who is the responsible bishop.
A person may not be appointed to the Vicar-General’s court for the purposes of this section if that person was nominated to the provincial panel by the responsible bishop or, where the complaint is against an archbishop, by the other archbishop.
