omit “or” before paragraph (e);
(b)
after paragraph (e) insert—

(3)
In subsection (3)—
(a)
omit “and” at the end of paragraph (b);
(b)
after paragraph (c) insert
“, and
(d)in the case of Her Majesty's Revenue and Customs or the Financial Conduct Authority, the Treasury.”
