The Secretary of State for Health, in exercise of the powers conferred upon him by sections 1(1), 3(3) and (5), 5(7) and (10), 6(2) and (7), 7(3), 9(1), (2), (4) and (5), 10(1) and (2) of the Community Care (Delayed Discharges etc.) Act 2003^f1 and of all other powers enabling him in that behalf, having regard to the matters set out in section 7(1) of the Community Care (Delayed Discharges etc.) Act 2003, hereby makes the following Regulations:
