The Secretary of State makes the following Regulations in exercise of the powers conferred by section 171ZEE(1) of the Social Security Contributions and Benefits Act 1992^f1 and section 5(1)(l) of the Social Security Administration Act 1992^f2.

This instrument contains only regulations made by virtue of, or consequential upon, sections 10 and 11 of, and paragraph 24 of Schedule 1 to, the Work and Families Act 2006^f3 and is made before the end of the period of 6 months before the coming into force of those enactments^f4.

In accordance with section 176(1) of the Social Security Contributions and Benefits Act 1992, a draft of these Regulations was laid before Parliament and approved by resolution of each House of Parliament.
