In exercise of the powers conferred on the Secretary of State by sections 344(2) and 569(1) and (2) of, and paragraph 14 of Schedule 28 to, the Education Act 1996^f1, the Secretary of State for Education and Employment, as respects England, and the Secretary of State for Wales, as respects Wales, hereby make the following Regulations:
