In exercise of the powers conferred on the Secretary of State by sections 31(1), (2), (3), (6) and (7), 71(7), 98(5) and 138(7) and (8) of, and paragraphs 7, 8 and 10 of Schedule 6, and paragraphs 5 and 12 of Schedule 7 to, the School Standards and Framework Act 1998f1 the Secretary of State for Wales hereby makes the following Regulations–
