In exercise of the powers conferred on the Secretary of State by sections 218(1)(a), (2), (2A), (2B) and (3) and 232(5) and (6) of the Education Reform Act 1988^f1 and paragraph 3 of Schedule 1 to the Education Act 1996^f2 the Secretary of State for Education and Employment hereby makes the following Regulations:
