(1)

The Council may authorise the chairing member or any committee established under paragraph 12 to exercise such of its functions as it may determine.

(2)

Sub-paragraph (1) does not affect the Council's—

(a)

responsibility for the exercise of delegated functions, or

(b)

ability to exercise delegated functions.
