The Secretary of State in Exercise of the powers conferred on her by sections 19(2) and (3)M1, 60 and 64(1)M2 of the Electricity Act 1989 and after consultation with the Gas and Electricity Markets AuthorityM3, hereby makes the following Regulations:—
