permit;

variation of a permit; or

surrender of a permit (in whole or in part),

consultation is required by the technical schedule;

the permit or variation, where granted, will authorise for the first time, a regulated activity which F1is likely to cause significant environmental harm;

where SEPA determines paragraph 8 should apply F2having regard to the public participation statement.
