Where waste destined for recovery is shipped through F1the United Kingdom from and to a F2non-EU country to which the OECD Decision does not apply, Article 47 shall apply mutatis mutandis.

Where waste destined for recovery is shipped through the United Kingdom from a non-EU country to which the OECD Decision does not apply to an EU country or country to which the OECD Decision applies or vice versa, paragraph 1 shall apply as regards the non-EU country to which the OECD Decision does not apply and paragraph 2 shall apply as regards the EU country or country to which the OECD Decision applies.
