A request for opening a person holding account F1... F2must be submitted to the national administrator by the prospective account holder. The prospective account holder must provide information as required by the national administrator, which must include, at a minimum, the information set out in Annex IV.

The F3Secretary of State may require as a condition for opening a person holding F4... account that the prospective account holders have their permanent residence or registration in the F5United Kingdom.

The F6Secretary of State may require as a condition for opening a person holding F7... account that prospective account holders are registered for value added tax (VAT) in the F8United Kingdom.

Within 20 working days of the receipt of a complete set of information in accordance with paragraph 1 of this Article and Article 24, the national administrator F9must open a person holding account F10... in the F11... Registry or inform the prospective account holder of the refusal to open the account, pursuant to Article 22.
