The Secretary of State makes this Order in exercise of the powers conferred by section 51(3) of the Road Traffic Offenders Act 1988^f1.

The Secretary of State has consulted with such representative organisations as appear appropriate before making this Order as required by section 88(2) of the Road Traffic Offenders Act 1988.
