The Secretary of State, in exercise of the powers conferred upon him by sections 17(1), 17(3) and (8)(b) and (c), 47(4) and 48(1)^f1 of the Gas Act 1986^f2 and all other powers enabling him in that behalf, hereby makes the following Regulations:—
