The Secretary of State for Health, in exercise of powers conferred by section 126(4) of the National Health Service Act 1977f1 and paragraphs 19(2)(b) and 20 of Schedule 2 to the Health Authorities Act 1995f2, and of all other powers enabling him in that behalf, hereby makes the following Order:
