Section 23 And costs may be given by the Court.
The costs of and incidental to every application under the twenty-first . . . F1 sections, . . . F2shall . . . . . . . . . if such Court or judge shall so direct, . . . be deemed to be part of the expenses of and incidental to the application for the proposed improvements.
