C1 C2The Secretary of State for Social Security in exercise of the powers conferred by sections 22(1) and 84(1) of the Social Security Act 1986M1 and section 166(1) to (3A) of the Social Security Act 1975M2 and of all other powers enabling him in that behalf, and after reference to the Social Security Advisory CommitteeM3, hereby makes the following Regulations:

M1: 1986 c.50; section 84(1) is an interpretation provision and is cited because of the meaning assigned to the words “prescribed” and “regulations”.
M2: 1975 c.14; section 166(3) was amended by the Social Security Act 1989 (c.24) Schedule 8, paragraph 10(1); section 166(3A) was inserted by section 62(1) of the Social Security Act 1986 and section 166(1) to (3A) is applied to the powers conferred by the Social Security Act 1986 by section 83(1) of that Act.
