The Secretary of State for Social Security in exercise of the powers conferred bysections 20(1)(a), (3)(a) and (d), (4), (12)(d) and (e), 22(1), (8) and (9) and 84(1) of the Social Security Act 1986^f1 and section 166(1) to (3A) of the Social Security Act 1975^f2 and of all other powers enabling him in that behalf, after agreement by the Social Security Advisory Committee^f3 that proposals to make these Regulations should not be referred to it, hereby makes the following Regulations:
