No authorised development shall commence until the location and detailed specifications for Work Nos. 2a and 2b above mean low water level have been submitted to and approved in writing by the local planning authority.

The detailed specifications for Work Nos. 2a and 2b above mean low water level shall accord with the principles of the project design statement and shall only take place within the limits of deviation.

Work Nos. 2a and 2b must be carried out in accordance with the details approved under sub-paragraph (1).
