The Secretary of State, who is a Minister designated^f1 for the purposes of section 2(2) of the European Communities Act 1972^f2 in relation to measures relating to lifts and safety components for use in lifts, makes the following Regulations in exercise of the powers conferred by section 2(2) of that Act.
