Section 40 Referendums

The proposals must provide for the change of executive arrangements to be subject to approval in a referendum if the change of executive arrangements is one that requires approval in a referendum.

But, in any other case, the proposals may not provide for the change of executive arrangements to be subject to approval in a referendum.
