The Lord Chancellor in exercise of powers conferred on him by section 78(1), (2), (3) and (5) of the Mental Health Act 1983^f1 and of all other powers enabling him in that behalf, and after consulting with the Council on Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 1992^f2 hereby makes the following Rules:—
