The Secretary of State for Transport, in exercise of the powers conferred by sections 88(5) and (6)^f1, 89(3), (5) and (7)^f2, 97(3) and (3A)^f3, 101(2) and (3), 105^f4, 108(1)^f5, 114(1)^f6, 115(1) and (3)^f7, 115A(1)^f8, 117(1) and (2A)^f9, 120 and 192(1)^f10 of the Road Traffic Act 1988^f11, after consulting with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:—
