No part of a relevant work is to be commenced until one of the following conditions has been satisfied—

(a)

the works details supplied in respect of that relevant work under paragraph 308 have been authorised by HPU; or

(b)

the works details supplied in respect of that relevant work under paragraph 308 have been authorised by an arbitrator under paragraph 311(2); or

(c)

authorisation is deemed to have been given in accordance with paragraph 311(1).
