The Secretary of State, in exercise of the powers conferred upon him by section 18(3A) of the Prisons (Scotland) Act 1989^f1, section 20(4) of the Prisoners and Criminal Proceedings (Scotland) Act 1993^f2, and of all other powers enabling him in that behalf, hereby makes the following Rules:
