In making regulations under section 42 or 44, the appropriate authority must have regard to the importance of—

(a)

innovation in the design and operation of pension schemes;

(b)

competition among providers of pension schemes;

(c)

improving outcomes for members of pension schemes;

(d)

pension schemes having effective governance.
