in the title for the words “Post Office” are substituted the words “Universal Service Providers”; and

for the words “the Post Office” are substituted the words “a universal service provider (within the meaning of the Postal Services Act 2000) for any purposes in connection with the provision of a universal postal service (within the meaning of that Act)”.
