omit paragraph 28D (together with the heading before it), and

(b)

in paragraph 28E—

(i)

for “the Postal Services Act 2000” substitute “ Part 3 of the Postal Services Act 2011 ”, and

(ii)

for “that Act” substitute “ that Part ”.
