The Secretary of State for Transport, in exercise of the powers conferred by sections 45(1) and 67 of the Disability Discrimination Act 1995^f1, and after consultation with such representative organisations as he thinks fit in accordance with section 45(4) of that Act, hereby makes the following Regulations:
