(1)
The Secretary of State may give his consent under paragraph 3(2)(b) above subject to such conditions as he thinks fit.
(2)
The Secretary of State may at any time vary or revoke any conditions which are for the time being required to be complied with pursuant to sub-paragraph (1) above.
