In relation to land within the perimeter of an airport which consists of common parts,—

(a)

for those parts not within a building or to which passengers are admitted but other members of the public are not admitted, the Executive must perform the joint enforcement duty on behalf of a local (health and safety) authority;

(b)

for the remaining common parts, a local (health and safety) authority must perform the joint enforcement duty on behalf of the Executive.
