The Secretary of State for Transport, in exercise of the powers conferred by sections 23 (as modified by section 39(1) and paragraph 20 of Part I of Schedule 7) and 37(1) of the Vehicles (Excise) Act 1971f1, and of all other enabling powers, hereby makes the following Regulations:
