In exercise of the powers conferred on the Secretary of State by section 19(2) and (3), section 20(2) and (3), section 210(7), section 214(1) and (2)(b) of the Education Act 2002^f1 and all other powers enabling him in that behalf, the Secretary of State for Education and Skills hereby makes the following Regulations:
