The Secretary of State, in exercise of the powers conferred on him by section 60(1) of the Social Work (Scotland) Act 1968^f1, section 75 of the Children (Scotland) Act 1995^f2, and section 44(5) of the Criminal Procedure (Scotland) Act 1995^f3, and of all other powers enabling him in that behalf, and after consulting the Council on Tribunals, hereby makes the following Regulations:
