The Treasury, with the concurrence of the Secretary of State for Social Security in so far as required^f1, in exercise of the powers conferred by sections 3(2) and (3), 122(1)^f2 and 175(1) to (3)^f3, of the Social Security Contributions and Benefits Act 1992 and now vested in them^f4, and of all other powers enabling them in that behalf, hereby make the following Regulations:
