The Secretary of State for Work and Pensions, in exercise of the powers conferred on him by section 175(1) and (3) of, and paragraph 4(5) of Schedule 7 to, the Social Security Contributions and Benefits Act 1992f1, and of all other powers enabling him in that behalf, hereby makes the following Order:
