The Secretary of State makes the following Regulations in exercise of the powers conferred by section 5 of the Sustainable Communities Act 2007f1 and after having consulted—
(a)
the selectorf2, and
(b)
such other persons who represent the interests of local authorities as the Secretary of State thinks fit,
in accordance with section 5(2) of that Act:
