The Secretary of State for Health in exercise of the powers conferred on him by sections 13(3) and (4) of the Social Security Act 1988f1 and 175(2) to (5) of the Social Security Contributions and Benefits Act 1992f2, and all other powers enabling him in that behalf hereby makes the following Regulations:—
