The Secretary of State for Health in exercise of the powers conferred by section 13(3) and (4) of the Social Security Act 1988^f1 and section 175(2) to (5) of the Social Security Contributions and Benefits Act 1992^f2 (as applied by section 15A of the Social Security Act 1988) and all other powers enabling her in that behalf, hereby makes the following Regulations:—
