The Secretary of State for Health in exercise of the powers conferred on him by sections 13(3) of the Social Security Act 1988^f1, 175(2) to (5) of the Social Security Contributions and Benefits Act 1992^f2, and all other powers enabling him in that behalf, hereby makes the following Regulations:—

Section 13 was amended by section 21(1) and (2) of, and paragraph 8(11)(a) of Schedule 6 and Schedule 7 to, the Social Security Act 1990 (c. 27), and section 4 of, and Schedule 2, paragraph 94 of the Social Security (Consequential Provisions) Act 1992 (c. 6). Section 13 is also amended by section 185 of the Health and Social Care (Community Health and Standards) Act 2003 (c. 43); however section 185 is not yet in force.
