The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by sections 100 and 101 of the Local Government Act 1985^f1 and sections 405(2), 406(1), 408(1) and 420(1) of the Greater London Authority Act 1999^f2 and of all other powers enabling him in that behalf, hereby makes the following Order:
